I got a PM yesterday for which I never received an email notification, despite this setting being turned on.
(Just in case, I did better than checking my spam folder: I grepped my mail server's logs - there really hasn't been any attempt to deliver it.)
Whatever was the problem seems to have been resolved; got two PMs today, email notifications for which both arrived (one of them quite late, but that feels like just a queue slowly emptying).
