Where do you fly home from? Bangkok?? For Chiang Mai you will have to fly because a bus ride takes too long.
With Pattaya and Phuket you do have some beach experience. Patong does have nightlife like Pattaya but more expensive.
For many tourists Chiang Mai, beach area and Bangkok kind of works okay. You do get the weather available for the month you visit. Usually the rain is not constant with some days no rain or very little. Sometimes you might be unlucky and get a few days with a little more rain. I like the rainy season, besides cheaper hotels, the plant life looks green and healthy. Down side is sometimes rural areas might have some minor flooding.
For Chiang Mai, like Bangkok and Pattaya, it is easy to get shared tours through some hotel tour desks or from local travel agencies. Usually choose one day and leave following morning. From Chiang Mai you can do Chiang Rai with a day tour too.
Bangkok, Pattaya and Chiang Mai are cheaper than Phuket. Unless you always have a private driver and choose expensive hotels then you might not notice any difference.

I would suggest to go for Phi Phi and near by islands like Phang Nga, Maya Bay and others. Do the water sports and beaching. Chiang Mai will be little out of route and will take extra time, money and efforts.
It does depend on what you want, whether you want beaches, or temples and some sight seeing in the nearby hills.
Beaches often depend on the weather and a quick look at the Phuket weather forecast showed thunder and lightning (some of) every day for the foreseeable future.
Chiang Mai has some dry days and there are things to do if there is some rain. I am back there in February myself. Better weather then.
