Im travelling to New Zealand with a friend next year. We were thinking January/February would be the best time (although most expensive).
You don't say how long you're planning to stay? So it's hard to say if £1400 would be enough - it sounds low to me.
Re bus / car, we did a tour from north to south then hired a car to travel back and filled in the gaps the tour didn't cover.
We had five weeks, came away feeling we'd skipped over the surface and need to go back for longer to really see the place.
Oops you also wanted recommendations.

Hi, sorry, the subject is 'Budget for 3 weeks in New Zealand'.
We want to go for 3 weeks.
Thank you for your recommendations.
Doh!! :-)
New Zealand's not cheap - 500ml of draught beer in a pub is likely to set you back at least NZD6 and you're unlikely to find it cheaper than NZD8 in Auckland. Food out isn't cheap either although McDreadful and Burger Kak do the usual one-, two- and three-dollar deals on burgers, fries, onion rings etc. A proper pub dinner is at least NZD15.
Shopping at a supermarket (Countdown, New World. Pak n Save) will give you cheaper options - twelve 330ml bottles of beer for NZD20 and nine sausages for NZD7 and you can have a barbeque near the beach in a regional park reasonably cheap (although there's an alcohol ban at most beach parks).
Pretty much all branded clothing and footwear and travel equipment is cheaper in the UK
For accommodation (backpacking) I suggest you try http://www.stayatbase.com/hostels/new-zealand-hostels?gclid=CKXVsYeC97YCFQIVpQodZTQAbg
Having said all that. NZ is a great place to visit (and live) - the scenery is brilliant and the people are so friendly - enjoy!
