I would think Prague the more interesting option but it depends what you want to get from your trip. For me it wins on old world charm, but I guess Brussels has parliament tours if that's your thing. Prague's cheaper!
Definitely Prague.
Way more interesting than Brussels, esecially during Xmass period.
Prague is amazing city you will not regret, In my opinion for a 23 day trip Brussels simply can not compare.
