The answer on testing is that it most likely was a change entirely unrelated to that specific feature which caused it to fail.
I'll have a look into what causes this.
This should be fixed now. It is and isn't related to the database problem.
In that if the database was able to do the right thing, it wouldn't have this problem. But at the same time it shouldn't have to do a reverse geocode check if the geodata hasn't actually changed. So that's now fixed to not update the country when the latitude and longitude haven't changed.
The downside here is that if the stop is currently not assigned a country, updating that stop will not add it back. You'd need to delete and recreate the stop.
