Endless numbers of hostels in Bangkok, in KSR and elsewhere. Also decent hotels for not much more if you try asiarooms or some such site.
September is the rainy season so lots of rooms available. It could be one or two days a week or five or more, and it is heavy while it lasts (maybe just a few hours), so take an umbrella. Bangkok does have the advantage of not being so hot then, though you might still look for somewhere with air-conditioning.
When I was there a few months back and walked through it, KSR was packed with tourists, and I couldn't get away from it quick enough.
You are more likely to have someone take advantage of you than take you under their wing. Use common-sense and use caution there, and as a young woman, don't accept a free drink from anyone (some are drugged, or drugs put in while you turn your back or go to the toilet.) Other than that and pick pockets (anywhere there are crowds, even on transport), it is a very safe city, and easy to get around.
Pick up a bus map in KSR or elsewhere. Unless air-conditioned, they are flat fare so just hand over a 10 baht coin or small note. Taxis are metered and cheap. The Skytrain and subway are easy to use. Just watch others.
Here is a place in the Sukhumvit Road area where you will find malls, supermarkets, travel agencies for tours, nightlife, street vendors and the Nana Skytrain stop. Soi One Hostel.

Soi Rambuttri is a good area in which to meet other travellers. There are numerous guesthouses and cheap eateries along and around this street which are frequented by travellers. I stayed at 2 places on Soi Rambuttri - Bella Bella and My House which were both pretty similar. Khao San Road is a few minutes walk away; I found Soi Rambuttri more pleasant though for the same reasons that Cyberia stated.

You should be able to meet people in hostels. You can also meet people on shared tours. In Bangkok you sign up for tours through local travel agencies. Shared tours are usually in vans with 8 or 9 other tourists.
I don't personally use hostels, just too old now. I like private rooms with air, TV and my own bathroom. In Bangkok - small hotels and guest houses are around the same price as some hostels.
Here is another hostel that comes up in travel forums pretty often. The Udee.
Lub D is another choice. Located in Siam and in the Silom areas.
I stayed at Udee Bangkok during my last visit to Bangkok. Friendly staff, affordable rate, clean and comfortable, easy to get around. Recommended

The Baan Dinso is not on KSR, which is a plus, but it's only 10 min away.
