Hi Matt,
If your girlfriend has a 3G phone (not SIM-locked) which can be used as a modem for mobile broadband, then she doesn't need one. She just needs to know how to configure the phone software when she uses a Malaysian SIM card.
Otherwise, she can get a D-Link () USB 3G Modem, or similar models. I just got myself one last month in Kuala Lumpur for MYR95 (approx GBP20 or USD32). Alternatively, she can also get one of those prepaid mobile internet starter kit which comes with a USB 3G Modem (but this is usually SIM-locked, so you can't use it with other mobile networks).
As for the service, there are three major mobile networks in Malaysia: , and - all on 3G networks. There's also a new mobile network, which runs on 4G, called but with limited coverage. Check their respective sites for the best deal for mobile internet.

Matt, if your gf brings a laptop, there are plenty of places now that give free wifi, such as coffee shops, restaurants, bus stations etc. This might be more restrictive than having a phone, but it's better than nothing!

Thnk you everyone for the replies. And a special thanks to Hien! That was so helpful! I thought I was fairly good with technology and I didn't even know these USB modems that can be unlocked for any sim card existed! It's such a good idea I have found a UK place which sells the DWM-152 so I will purchase one of those and then I can just get the mrs to buy a sim card when she is there
