Hi, I will be going on a two week cruise next month. On the cruise you can choose between cities and as I've never been to any of these places I have no idea which one to choose. Some are obvious, like I'd rather choose Rome, but others like the choice between Cannes and Monte Carlo are not as obvious. Please help me to choose.
Monte Carlo for sure, Cannes is fairly small (I prefer St Tropez over Cannes)
Palermo and Sicily? Makes no sense - Palermo is the largest city on the island of Sicily.
I suggest you hit the library and start reading up on your destinations - you'll only get varying opinions on the net.

Sicily

Cannes/Monte Carlo would be a great choice. I've been there and I totally had a great time. Go search for the best spots there that would interest you. Then from there, you can start from there.
I really suggest to check things before you go, because you don't seem to have a clue about the places.
It seems to me that the first on you list is the port you arrive (Civitavecchia is the port of Rome, La Spezia also a port I think). Not sure about Cannes vs Monte Carlo, but if you have to choose, go for Monte Carlo/Monaco.
Palermo is indeed a city on Sicily, so guess you will be in the port of Palermo and can choose daytrips...for example the Etna....

I quite liked Monte Carlo but was not impressed with Cannes which festival aside seemed to be just another French seaside town.
Are visits to galleries and museums included or optional? If not it might be worth buying tickets online to anywhere you want to visit. The Uffizi gallery in Florence is fairly small and has a nightmare queue to get in if you do not already have tickets.
As the others have said Palermo is in Sicily. But I would recommend just staying there for the day there are plenty of things in the city to see. I would suggest a few of the major sites like:
The Cathedrals (Palermo or Monreal)
Catacombs
Massimo and Politeama (theaters)
Quattro Canti
Piazza Pretoria
Villa Giulia
