If you are coming a whole year, you better bring a variety of clothing. Winters can be cold (between +5 and -5), and summer are warm, but relatively cool compared to Bangladesh (20 - 25). So you'll need some warm clothing in winter and some light clothing in summer. Dutch people tend to wear multiple layers, so they can adjust to the changing temperatures on a day (the weather is somewhat inpredictable).
It does rain, but only occasionally, and it can rain on any day in the year, a little more in autumn (sep-nov). People here tend to keep an eye on the weather forecast to decide on what they wear and whether they go by bicycle. There are loads of people jogging, so you will certainly not be on your own. The cool weather makes actually very suitable for outdoor sports.
Bicycles are all around. Everybody is used to cycling people, especially students, so tehre is no worry. There are plenty of bicycle lanes and bicycle racks.

I lived in Calcutta for about a year, so that maybe explains. No offence intended, of course.
If you need anything more just post it. I will try to get you the answers. I work at The Hague University, but live in Rotterdam. However, in September I'm moving to Cambodia.

I'll echo everything Jaap said, and add some little bits.
For rain, we have a site called in the Netherlands, which shows the last hour of rain development (color-coded for its intensity) over the entire country, and as it's animated, you can make decent guesses as to how long it'll take to reach you, and just plan around it.
Most summers we tend to have a week or two of 30+ degree days, but 20-25 is the best we hope for. Some of the warmer days end up very humid and far more unpleasant than the absolute temperature would make you expect.
Invest in a good lock for the bicycle, especially if parking in the neighbourhood of train stations. I personally have never had a bike of mine stolen, but bicycle theft is something of a fact of life here, particularly in the big cities. As an alternative, public transport is good and frequent, but gets expensive, and nowadays is a big invasion of privacy, as the newly introduced system stores all your trips in a giant database, so I'd recommend biking as much as you can.

Another thing. Im going to have around 500 euros per month to spend as allowance. You think that's good enough to live comfortably in the Hague? I hear it's expensive. I am not much of a shoppaholic. Except, that im a night person. So will party a bit. Average eater. Given these, should 500 euros be enough?
