You are going in the rainy season and it is quite wet at present so the beaches may be out.
Flights are a lot better than overland and companies like AirAsia aren't too badly priced.
Bus and train will get you around the countries.

3 weeks for three counties is madness, I am sorry to say that but it's actually a fast run in a big stadium. You don't really have time to move your head around because you need to run for 3000 km distance in 3 minutes.
As my opinion, I would recommend you to choose only a single lovely destination to travel and aim to get the most out of it. Then it worth!
You could possibly choose Cambodia, Laos, or Vietnam only. But let me suggest you to stick to one and come to Cambodia! As my experience was in Cambodia for a month last year, I am sure that Cambodia has everything you want to see and she would perfectly reply to what you need.
You have almost perfect amount of time to explore treasures of culture, art, living, and history of Cambodia. You will also addict to the hot and white nice beach line off the coast. Wildlife adventure, gibbon spotting Cambodia in their natural habitats bases in Northern of the country, fresh water Irrawaddi Dophine spotting, Ancient temples discover like Indiana Jones, Community explore... and so on, all you can see in Cambodia.
