A long weekend isn't much time to see so many places. You will be very rushed!
When you are in Ottawa, of course you should visit the Parliament Buildings. There are many great museums there, too, such as the Museum of Civilization.
In Toronto, if you want a taste of home, there are a lot of good Indian restaurants in the city center. Toronto is a pleasant city to walk around in the summer, especially along Queen Street West, or Yonge Street. There's a lot of nightlife, too, but you'll miss that if you are leaving in the evening.
I would recommend, instead, just flying to Toronto, and spending the whole weekend there. It would cost a bit more, but it would save you a lot of time on buses (which are not at all comfortable!)

Via Rail is having a 50 percent off sale right now. It's a bit nicer way to travel than bus. Maybe check it out. That being said greyhound is pretty decent in canada. I have taken the greyhound through Canada and the states by myself and never had a problem.
Make sure you book your hostels ahead of time just in case. It does seem like a lot for one weekend. Toronto is huge but maybe you can get back there sometime in the future.
Everyone always goes on about Montreal - is there a reason you chose Quebec city over Montreal?
Wow! Not enough time: always an issue when "exploring".
And not enough money... I think you've addressed the money issue as much as possible.
As to time, I would likely limit the number of destinations and of course, distances.
You didn't say what interests you so it's difficult to make suggestions.
I travelled to the Maritimes in 2010, from Vancouver; I had time. One of my interests is photography and I was often rewarded visiting the Maritimes.
I've lived in four major cities in Canada and I've found that most locals know very little about "their own backyard" and I knew a lot; but I am a tourist at heart. I visit what's near to me first: it's easier and cheaper, and there is always something.
Close to you, there is Prince Edward Island, PEI. It's a very tourist-friendly destination and there are many local bus tours. Charlottetown, the capital of PEI, is where Canada was "born"; lots of history, beautiful parks, and - again - very tourist-friendly.
You would meet a lot of tourists from Canada and elsewhere; many will offer other destination suggestions.
Not too far, and somewhat different, is the Gaspé Peninsula; I don't know about bus tours from Fredericton, but there are many quaint places, Percé. When I was there the weather was very stormy and rainy, but that became interesting in its own way.
Finally, because of the time issue, I would suggest Québec City or Montréal. Bear in mind that there is a definite need to know some French in Québec City (at one place my wife could get served because of someone's obstinacy - she spoke English and Spanish), much less so in Montréal.
So. Because of time, not too far away and spend a little more time at the destination.
Ouch, no time, long travel distances on buses + multiple destinations hundreds of kilometres apart. You will be spending way more time on the bus then you will be having fun...
I think you should stay closer to your base in Fredericton, somewhere like Halifax Nova Scotia perhaps?
You could stay in decent hotels with all the money you will be saving on you bus tickets, and you will sleep way better then on a bus!
