I've been there and it's one of the best places in the world for me
Not Lagos exactly but everywhere around.
I'm not sure how lively it can be in April - I was there in May and I can say that Albufeira was much more vivid but still not the same as in summer.
In Lagos there are some very nice small beaches and famous Ponta de Piedade.
But not far from it - in Sagres - there are really perfect beaches for the surfers - i'm just afraid you may be all alone there in April. But this season is great because almost all the coast is free from lazy beach lovers - so you can surf everywhere at usually crowded beaches like Praia da Rocha or similar.

Lagos is a great place to spend some time, bars, nightlife, etc
At this moment the weather is quite gray but in one week time will be nice ... sunny.
However to surf I don't see it being the right place.
In between Lagos and Sagres there are a few surf spots like Salema, Burgau, Budens ...
Lagos is quite flat.
Surf paradise is mor to the north: Ericeira, Ribeira d'Ilhas with som surf camps by the beach (google it and it won't be difficult to get some information)
