You'll probably find a car and driver willing to take you there but it's going to be a very long trip if you have to avoid Moldova.

There's no way to go from Romania into southern Ukraine without crossing a small part of Moldova. If you really don't want to/can't pass through it you'll have to make a huge detour: head from Bucharest to the north eastern part of Romania, enter Ukraine in the Chernivtsi area, go back south along Moldova's eastern border towards Odessa then finally head west to Izmail.
This is a nearly 1400 km trip (more than 20 hours drive), while the direct route from Bucharest to Izmail (through Moldova) is about 330 km (6-7 hours drive).

Rmm, thank you, for this few kilometers I have to cross in Moldova I will need a visa and I don't know from where to get it, so I think my best choice is to fly to Odessa then take a car to Izmail.

Dear Jasem,

I agree with above mentioned post. The time to get there from Odessa will be about 3+ hours and I can easily take you there by my car if you decide that.
