I wouldn't change at all, you should be able to use your UK debit card in all Citybank , 7-11 convenience store and Post Office ATMs in Japan, plus at the ATMs at the airports. From my experience, it's always better than the exchange fees and rate in the UK (it's perfectly safe to take out slightly larger amounts of cash, so no need to withdraw constantly). The Japanese cash machines don't charge a fee, but obviously this depends on your banks rate, too.
I've never changed sterling into yen in Japan, but assume the rate is poor as it's not really that common a currency in that part of the world (although all of this will only make a minor difference, no exchange place in Japan will completely rip you off).

I agree, I just changed a small amount of yen before I left the UK for Japan (so I'd have money as soon as I landed) but after that just withdrew from 7-11 stores throughout my stay.
