I've always wanted to visit Srinagar, but worried about US State department travel advisories. Was just about to go this November, but now the usual people are telling me that Modi's election has increased tensions, November is election time in Kashmir, it might not be safe for a 62-year-old solo American traveller. Should I listen to them?

You should always listen to government travel advisories, but take them with a grain of salt, they of course usually error on the side of caution.

UK Foreign Office seem to be ok with it as long as you don't venture too far from Srinagar.
I would go ... We are not getting any younger ... Mind you, be careful playing cricket. Indians are likely to thrash you at that. They just walloped England. Although everyone is doing that again.

Yes there may be some problem bother you... kindly avoid kashmir tour for some time.
This time Kashmir having heavy rainfall, floods are occuring.
But as you say you have to come in november, there will be snowing.
If you talk about security, then there is no problem because this place is secured by Indian army.
you may go freely, however some places are protected, you should avoid it,
Indian army and localized fully support you.
