You can also contact Sim's Cozy Hostel in Chengdu (ask for Sim) or Lete Youth Hostel in Xining (ask for the Canadian(?) guy there). They may have some people interested signing up to a tour already. Chengdu and Xining are the places where travellers meet up to sign up together for a tour. They may even offer you a better price, although the quoted price sounds reasonable for a 12 day trip with Lhasa, other monasteries and to the Mont Everest base camp (which can be the highlight of this trip).
There is one problem with visiting the Tibetan Autonomous Region. It's limited where you can travel to and you will always be guided to everywhere. Lhasa is basically a han chinese populated city.
Now, Tibet is way much bigger than TAR. Large Tibetan areas are also in Quinghai, Gansu, Sichuan and Yunnan provinces. If you want to make it really cheap, ultimately adventurous and free of any guide,/permit/control - then I recommend taking a trip down south from Xining to Golmund and head east to Sichuan province on the northern sichuan-tibetan hghway and end your trip in Chengdu. This can be done the other way around it too. There are some amazing monasteries along the road - where you can just stop and stay there. You can also go trekking and enjoy very authentic small towns. And you will probably have to cope with even higher altitude than in TAR and you will see incredible grasslands all over the place.
This route will not cost you much more than 100 euros.
