Here is a for all things Cambodia. I think you will find will be your best beach option. There is a beach option over in, but not many people or infrastructure. Good luck with your planning.

Sounds like you are having a wonderful combination of senses for your upcoming holiday. Historic site and the beach, wow, amazing. I went to Cambodia last couple of months and I spent there about 2 and a half weeks. You gonna have a pretty enough time to explore the wonderful treasures of Cambodia with your 3 weeks holiday. "Time is not important, but make sure how you get the most out of the country", one company told me this.

I traveled with a private tour company and it was a lot of fun even though I was a solo traveler. They did very good job by the way. I started my tour in Siem Reap, a historic city in the country. I went up there with my skillful private guide who did very well look after me. I finished a lot of temples and saw a lot of things. Well, Siem Reap for 3 days with temple, floating villages, and shopping in Old Market, those are just lovely. Carried on the trip to Kratie for fresh water dolphins, it was amazing. Then we went up to Ban Lung, Ratanikiri, the northern of the country where is the most interesting place for people who like to the things, enjoy the wildlife, and indigenous tribunal people. Guess what, the trip was absolutely perfect! Gibbon Spotting Cambodia.

I also spent 4 days on the beach in Sihanouk Ville. Just a nice beautiful sand and peaceful atmosphere beach in SEA, it's Otres Beach.

Once you get to sihanoukville, you will realize how shitty the beach is covered with trash and young annoying children that will curse at you if you don't buy one of their bracelets...Please go to a booking office once in that town and book a boat to Koh Rong island, (monkey Island), or Rabbit Island. Both of these islands are absolutely beautiful with hardly any backpackers covered with shite sand beaches and crystal clear water. I spent two months without leaving Koh Rong and worked at one of the only 2 bars on the island.. Only electric is generators that run for a few house when it gets dark and then when you go swimming at night you can swim around fluorescent green plankton. Its awesome so def go there

Some people like S-ville. Some don't. Somehow I have never been there.

As far as the rest of what you want to do. History is easy. Angkor duh, Khmer Rouge stuff duh.

Not touristic/commercial. You're there, it's touristic. It's Cambodia, it's commercial.

As far as seeing rural life, there are some good outfits in different Cambodian cities who can give you a taste.

Is there any shops where you can buy the basic foods, bars etc? Can you suggest any decent accommodation?

For a completely deserted beach, go down to Kep and jump on the boat to Rabbit Island. You can pick up a few groceries at the market nearby, but personally I'd stop off in Kampot and stock up there. There are basic family run restaurants on the island plus basic places to stay for $8. If you want to party or need a bit more civilisation, then Sooky is the only other alternative.
