Check out Bayside in Downtown Miami. Also Lincoln Road Out Door Mall is a nice place to people watch.
Every time I go to Miami-South Beach I go to South Beach Divers dive shop and take a snorkeling excursion to the Key Largo. $65 includes gear and a van ride. You stop on the way at Subway for lunch (not included in price). Depends on what you call inexpensive but I'm pretty cheap and thought it was a good deal. You need to check their website calendar because they don't take snorkelers every day.
