Yes, Norway can be very COLD in winter and the people have developed an indoor culture to cope with it.
Offices should be nice and warm but you still have to go outside into what may be ice and snow.
Pack warm clothing for outside, and what you would wear at 20.C inside.
If you have never walked on ice before, walk slowly. It is very slippery, and hard if you fall.
Oslo does have a good choice of shops for clothing, etc but Norway is quite expensive.
If there is a lot of snow/ice etc, then it's normal for people to take inside shoes with them in a bag, especially if they are going to parties or meetings. But otherwise most people like me just cope with wearing winter shoes inside as well
Inside you can expect temps around 24 degrees C. Norwegians do NOT like it cold inside!!
