I've just got back from visiting London. I lived there for four years so know the area well. It's hard to find cheap accommodation but I found a little hotel called limegrove hotel in the victoria area, which is nice. It was £70 a night for a double room including breakfast. That is about as cheap as you will get. It is in a lovely area and close to all the tourist spots. There is also some lovely bars and restaurants within walking distance. The underground is also a five minute walk away.
From heathrow you can get the underground to victoria. It's straightforward enough to figure out when you are there. Best travel tip I can give you is to buy an oyster travel card. You will be able to purchase one on arrival at the station, load money on it as travel with it as it works out a lot cheaper and covers you for buses and the underground
