As far as I'm aware there is no such thing as a 4 month Tourist Visa for Thailand. The best you can do is get a 60 day Visa from the Embassy before you depart, then extend that by 30 days once you arrive.
Then you leave the Kingdom and repeat as required. The border hops/visa runs are usually no issue, but it is of course up to the discretion of the border official whether to allow you re-entry.

I don't see anything that stops you from APPLYING straight away but there is no guarantee you would get an extension at that time.
I am assuming you have a 60 day Tourist visa but want to stay for 120 days. My take on reading the sites info is that you would only be granted a further 30 days without an income from home.
If your flight out is 120 days after arrival, they might not even let you in.
Best to use their 'Contact us' for them to put you straight.
On a side note - It was nice to see that they allow over 50's with a retirement income up to a year, with the possibility of an extension to that. Very interesting.
