Hi,
I think your trip is fully realistic. OK in 4 weeks if you intend to takes some planes, in 5 if you want to travel fully on the road.
I did almost the same 9 years ago:
Sydney--> Cairns by plane
Cairns --> Darwin by plane
Darwin --> Alice Springs by Regular Bus
Alice Springs--> Uluru --> Adelaide by private car
The whole trip, including flights from and back to Europe, took 4 week.
I also enjoyed going to:
- Blue Mountains from Sydney
- Cape Tribulation and Great Barrier Reef from Cairns
- Kangaroo Island from Adelaide.
I cannot help you for the budget as I do not remember anymore. There are cheap backpackers everywhere
