I am doing a Spanish Immersion trip to South America in June or July. I will be staying with a host family and taking Spanish classes. I want to get better at my Spanish skills. I have a minor, but I still can't speak it. So annoying!
For me the choice between those three countries is immaterial. That's not the question you should be asking.
All that matters is where you would be studying for the 3 weeks. The differences between being in a major city, a town or a little village would be staggering. That's the only issue at stake here in order to make a decision.

Get a Michel Thomas Spanish language course. It's a good course for picking up the language without books and such.
There are some Spanish language schools in Buenos Aires.
