I think it is possible to buy a car as I met other who did buy one in south america and were using it in other countries and crossing borders without any problem.
I am not sure however that it is a good idea to try buying a car in Venezuela. From what I heard, it is the most unsafe country in SA and even if you want to exchange a small amount of money - convertibility is a big issue. Probably, better to try it in Brazil instead. Or just buy one in FG and travel with that.
