Julie Guesthouse is pretty good, it was cheap in 2007, not sure what the rates are now tho!
I stayed in Lana Indo China. it was 100 per night for double room with toilet and shower.
The owner Joe is really really nice too!
Its on one of the main roads in the old town.

They organised my jungle trek and also visa for Laos, and met 3 people there I ended up travelling around Asia for 3months with so I loved the place.

Green Tulip Guest House.
Really cheap, clean. Stella and Nine run the guest house are lovely. Stella is an awesome cook.
I recommend here 10/10
I second Green Tulip Guest House- stayed there a little while ago in 2008 for a week and Stella and Nine the owners just make the place. Also there were lots of lovely people i met there who i am still friends with and it was very very clean... just not sure of the monthly rates at the moment.
