North of Norway, Finland or Iceland are the usual choices for Northern Lights, but there is always an element of chance involved - the conditions have to be right. Your best chance of seeing them is in winter, but obviously it will also be very cold.
The cheapest way of getting around Europe is usually coach/bus for very short distances and budget airlines for everything else (think easyjet, ryanair etc). Sometimes you can get cheap rail fares if you book well in advance and I prefer to travel this way when possible.

has predictions on aurora activity a few days in advance. Could be helpful. (Currently activity is very low, so you need to go really far north to see anything, while things are predicted to be much more active.)

It is said that best time to see aurora borealis is end of october till mid december and end of februaray till end of april.

I recommend Iceland for the northern lights. It is a great place to visit but very expensive too.
