I much prefer Koh Pha Ngan to Koh Samui so I would recommend staying on Koh Pha Ngan instead of Koh Samui, but everyone's different. Just as a general rule of thumb though, Koh Samui is more touristy and Koh Pha Ngan is more backpackery. Koh Samui attracts an older crowd whereas Koh Pha Ngan tends to attract younger people (hence the parties).
In Koh Pha Ngan it's only Haad Rin which is busy (Haad Rin is where they have the Full Moon Parties). There's loads of other beaces which are really quiet. Ban Kai and Ban Tai are the beaches along from Haad Rin and the resorts on those beaches are very quiet (quieter than Chaweng Beach on Samui).
But if you wanted to stay in Koh Samui and get the ferry across then there's ferries from Haad Rin to Koh Samui every couple of hours so it's easy enough to do.
However if you want to go to Koh Pha Ngan for the Christmas party then I would recommend getting to Koh Samui before 24th December. Just to give you a night to settle in before heading across for the party.

go to koh phangan!! I went there and koh samui and much preferred koh phangan althogh i stayed on haad rin which i wouldnt recomend as the beach is horrible - there are other much nicer beaches on the island. koh samui - i stayed on chaweng which was horrible id never stay in that area again if i went back!
