Yes, this is a punishable offense under Dutch law. Your mother's passport is not actually hers: it belongs to the state, and she can only surrender it to you - or anybody else for that matter - with the state's permission.
However, that makes her punishable, not you. Nevertheless, your carrying an other person's passport is bound to make the immigration officials VERY suspicious, so I wouldn't do it.
