Suggestions for Colombo:

There are different rates for locals (citizens and resident foreigners) and for tourists. The tourist rate is sometimes nearly double that of the local rate. Also, there are seasons - tourist peak and non-peak season which may cause prices to differ within the tourist rates as well. However, if the price quoted in the website is in USD and clearly mentions the peak and off-peak seasons and is updated (i.e. 2010/ 2009 update), then that is the rate quoted for the tourist so the hotel should not be giving you a different rate when you check directly with them.
