Its always a risk to wait, but as long as you don't wait too long, you should be able to get a pretty cheap flight between those two cities. Check Southwest Airlines too - them and Frontier are gonna be your cheapest alternatives...
I think there is also a new feature on the BING search engine that models usual fluctuations in airline ticket prices and can give you a better forecast - check it out...
The longer you wait, the higher the fare. I don't advise booking any flight knowing that you might have to change the date - it could easily double that ticket. Another airline, US Airways (based in Phoenix) is another possibility. Some airlines (Frontier especially) have last minute weekend specials that are not advertised until after Wednesday of the week for Sat/Sun travel - sold only through the airline's website. It would be considerably easier to fly out of Phoenix (Tucson is a very small airport with very few flights).

You might actually be okay waiting on Frontier, depending on the kind of trip you want to do. The two best rates you'll find are with Frontier and Southwest. Frontier is based in Denver, and Southwest only recently (like, two or three years ago) started flying into Denver.
Frontier has great weekend rates. Follow them for a few weeks to get an idea of what offers they have. They also have a really good frequent flier program -- only 15,000 miles for a free ticket. They also tend to run ahead of schedule (my brother has arrived nearly an hour ahead of schedule several times). Their service is generally very good. I can't say enough good things about them.
ETA: I can't remember what the flight plan change fee is with Frontier, but I think it was about $100 plus any fare difference last time I did that. With Southwest, you have more options if you change your flight plans, depending on the type of fare you purchased. Generally, if you change flights, you have a credit for up to one year with Southwest. If you change to a fare that is more expensive than the one you originally purchased, you simply pay the difference. It's a pretty sweet deal.
