Cambodia does offer good value for your money, but it is hardly a happening place for NYE. Sihanoukville is a decent beach option and Angkor Wat is a 'must see', but it is not the place to be for New Year.
I vote you get over to Thailand for a real NYE blow-out. The really know how to throw a .
No offence but don't bother with Pattaya if you want to feel like you are in Asia. It's a rubbish place full of drunk chavs getting drunk and throwing up in the street.
If you want touristy then thailand is better then cambodia...but cambodia is amazing. I have never been to the beaches there but you do have a lot of options in thailand. I would agree on avoiding pattaya. You could easily look up different thai islands to find what your looking for. Some are big party islands and some have a more land back feeling but im sure new years will be a party at most of the islands on the backpacker trail
