We will be in Cuzco in Feb and wonder if there are alternative trails to ruins that we can hike without a permit?
The inca trail is closed for cleanup in February, so you wouldn't be able to hike that then anyway. There's alternative trails in the vicinity, but all of them end by taking the train to Aguas Calientes at the end (as far as I recall), and then the following morning taking the bus up the switchbacks to the main entrance of Machu Picchu (or hiking that same route, I suppose).
Do also be aware that February is the middle of the wet season, so that hiking for many days will be less pleasant.

If you only have 1 day time, try the sacred valley, very very nice hike before you hit the Machu Picchu.
If you have more time, try out the independent trail, even nicer than the Inka Trail, CHOQUEQUIRAO TO MACHUPICCHU, takes 9 day.
The alternative treks to MP are Salkantay, Lares, Choquequirao, Moon trail, Huchuy Qosqo.
