If you buy one that uses the seat belts to hold it in place, I think you'd be okay regardless of any car differences that might exist?

I live in China, and come from Australia. I make no attempts to answer what your question is about buying a carseat in Russia, but from my experience here in China I buy anything that comes with a safety standard (e.g. carseats, bike helmets) at home or in a country where I can check and understand that those standards are met. If you can fit a carseat in your shipping take it with you!
I think that you will find that they do fit, or as you say other children are not restrained, you might like to consider taking booster seats or seats that are restrained using the car seat belt.

since 2007 it is a law here in Russia, so i am sure it is a lot easier now to find it.
I am from St-Petersburg and it is not a problem here, you can find all brands and all types.
Sorry I cant tell you about Krasnoyarsk, but i think it shouldnt be a problem.
Well, you calways can order one from internet if you dont like what they sell there, cant you?

buy it in Krasnoyarsk if you don't want to carry it. i never used one in Russia. my son was 4 when the law was passed '07, so it is not as oppressive as USA when i rent a car, i cringe at not having a booster seat... welcome to Russia!
