Rainy season is May and June when there are quite a number of wet days.
You can walk around much of central Taipei, though the English spelling of street names may not match the English spelling on your map.
Don't miss the National Museum or the nearby film studios. Though I don't collect stamps the postal museum was interesting.
There is a train station in Taipei which will take you down the west side of the country.
Taiwan has lots of natural scenery and temples. Also some off shore islands. Little on most other than scenery and beaches but Kinmen has 21 historic sites.
I visited from Hong Kong one year.
