Looking for a good apartment in TA is never easy.. If you're on a budget then the apartment accounts for some 800 Euro at least anywhere in the city. Those that cost less are either very lucky bargains or clearly not worth the inspection. Add at least 60-90 Eur for daily costs.
Jaffa is an option for most Tel-Aviv abandoners, though some say it's not the best place to be with kids. Since you're not staying long that shouldn't be an issue. Otherwise, in TA & with some luck you might find a nice place around Yehuda ha-Levi St. Lesser options that fit your description are Florentin, Allenby St. (north of Rotschild blv), Karlebach / Chashmonaim St, though none of the above boasts much of an atmosphere.
Then there's the question of whether to rent in advance or not. A tough one... best to ask around before the order strikes
