Congratulations - sounds exciting for you and your family!
Let me say first of all that I live in Sydney so I am biased towards Sydney (extremely!) Having said that, Sydney is the best city on earth! And possibly one of the most expensive, for housing anyway.
Canberra I would take out of the equation, unless there is a work opportunity there. Melbourne is a lovely city and more affordable (and apparently has "better" weather though I'm not sure I believe that - Melbourne propaganda???) (the rivalry between Sydney and Melbourne is LEGENDARY!) Melbourne is proably more affordable and easier than Sydney in many ways. If I were you I'd pursue work opporunities in both and see where that leads - both are great "world cities".

with regards to weather, i'm a bit worried after reading in books that Melbourne can experience 4 seasons in a day.. is this true in Sydney as well?.. I've got a 1 yr old and sudden change in weather may get her a cold or get sickly..
Depending on the kind of weather you like I would choose between Sydney and Melbourne. Canberra is a very well laid out city and there is very little traffic, but there is also very little there. Canberra also has more extreme weather, in summer it gets hotter than Sydney or Melbourne and in winter it gets colder.
Melbourne seems to be cheaper to live in than Sydney, and in my opinion tends to be colder in winter. Health and education wise these cities would be very similar and would vary more depending on what suburb you chose to live in. My wife's mother is also from the Philippines and there is a vibrant Philippino presence in both cities.
How much you would earn in IT will depend heavily on your skills and qualifications, base level jobs would start at about $35K and you could earn anything up to around $120k as a manager. Check out the job sites in the other thread to get an idea.

Canberra is not cheap but the salaries are high. But it's a really boring little place.
Go for Sydney or Melbourne. As for salaries, anything from $50K upwards.
Cancel Canberra. Melbourne has a little more character, Sydney is a big pumped up city...both have good energy.
Melbourne is just a little less in your face.
Both Sydney and Canberra are expensive housing wise. I really don't like Sydney myself, it's just a big dirty city with homeless people at every corner (sorry Sydney-philes). The majority of jobs in Canberra are public service jobs. Melbourne is supposedly one of the most livable cities in the world - has been voted this a number of times.
Obviously Canberra has less concrete and more nature compared to Sydney and Melbourne, quite simply because Sydney and Melbourne are large cities. Canberra can get to -10deg C in the winter and up to 40deg C in the summer. Melbourne is quite unpredictable with its weather, sunshine one minute and then rain the next. I have a friend who moved from Melbourne to Canberra and he always commented on how much better the weather was in Canberra. Sydney's weather is not as unpredictable as Melbourne's and the temperature range is smaller than Canberra's.
As for communities, Sydney and Melbourne obviously have quite large Filipino communities, because they are quite big cities. But Canberra also has a small one (but is surprising large, given Canberra's size), which my family is actually part of. Food is also very good in Australia in general. We have lots of variety and the quality is fantastic. Asian groceries are plentiful. So you don't have to worry about that side of things.
The literacy rate in Australia is 99.0 (http://en.wikipedia.org/wiki/List_of_countries_by_literacy_rate). Canberra is meant to have the healthiest, wealthiest and wisest people in the nation. I know that education in Canberra is of a very high standard. Canberra has the Australian National University, which is very good university. The University of Melbourne is also very good.

sydney is hands down the most beautiful city I've ever been too. The weather nice. People are nice. It's very diverse. Very safe. but It's a little expensive.
I'm waiting about a year to see where I am financially, and where this recession is...if all goes well I will make an attempt at moving there myself.
Melbourne reminded me of any big american city. not that that's a bad thing but Sydney was just incredible. plus Sydney has the beaches!

Like pau_p1, I'm also planning to migrate to Australia and torn which city to choose. This thread is very helpful. But different from pau_p1, Im banking on Canberra, Melbourne or Perth. Having said something about Canberra & Melbourne, it gave me ideas what to expect on those cities. Can you also give me some info about Perth?
