Everywhere in the UK will be cold at that time, so just decied where you want to go and go. I would probably stay away from traditional seaside towns at that time of year but apart from that I wouldn't say anywhere is better than anywhere else at that time of year.
What about Cambridge? It's still a lovely city Even in february

Are you looking for some general UK advice?
Completely depends what your preferences are. City travel? Walking in the countryside? Will you be using rail/bus/car?
Places that are too good to miss, in my opinion are Edinburgh (and the highlands if you have time), the Lake District (car preferable but buses do exist) and then on down south which I'm less familiar with. Oxford and Cambridge both nice scenic towns. London, of course as a tourist. Might be worth going to Wales for a few days. In four weeks I'm sure you will have enough time for that.
Liverpool and Manchester are pretty cool also if you like a bit of night life/are a football fan!
As long as it's not raining the seaside towns should be nice this time of year but a bit empty I would imagine.
I would prefer countryside. However my friend said at this feb and march Edinburgh is very cold. Sigh......
Anyway thanks for advice. I never know that Cambridge and Oxford have a nice town scenic.
Try Devon or the moors, bit more southern will be milder (less colderer)

The Lake District is a must see for your visit to the UK. STunning scenery and en-route to Edinburgh if you are going that way.
Would reccomend that you visit Grasmere during your stay and maybe walk to the top of Orrest Head, u can see the whole of Windermere in all its glory. Would reccomend the YHA in Ambleside if you are on a budget or www.craigmanor.co.uk if you are splashing out.
Lucys restaurant in AMbleside is also excellent for food and the beatrix potter museam in Bowness is good for kids!
Which part of the UK are you going to visit?
I would recommend you to visit Blackpool. It's on the North, but really worth seeing! i've been there this summer and had a wonderful time. It's called little Las Vegas lol There's a huge entertainment centre with big roallercoasters! I loved them! And if you'll go to North then don't forget to visit Liverpool and The Cavern pub - place, where The Beatles started their worldwide career
