Beijing is Very nice and Cold, about -2 degree, regarding budget hotels you go to hostels, you can find them on hostelworld.com/hostels.com or in "Beijing complete public transport guide", I love the Down-Town Backpacker it's in Middle of nice street with lot of Bar/Coffee/ and restaurants, and close to many tourist attractions, it's another nice backpacker in the Art Village, beautiful place, close to the Airport but far from other tourist attractions.
