I dunno if iBis is new or cheap cos it's very new. The only two budget chains I know of are Hotel81 and Frangrance Hotel. They're everywhere. Those in the seedier districts are popular with the prostitues and their customers. Don't think Bayview is chain.
Really depends on what you're looking for for accomodation. The hostel crowd here tend to be the younger, backpacker sort definitely.

This chain of hotels are all reasonably priced but watch out for the location of some.
THe one above has a pool!
The staff were competant and the rooms are quite large.....larger than the other 81s.
there is internet available.
there is no restaurant but a perfactly acceptable open food court below the hotel on the ground floor and the Subway is within walking distance.
It virtually backs onto the Hotel 81 Joo Chiat.
there is a local supermarket on Joo Chiat road and a few other useful shops - (selling adapter plugs etc!!)
you can buy a mobile SIM card in the newsagent next door
