You need to pay $135 to get into Bolivia and I think around $100 to get into BRazil if youre a US citizen. Check out travelindependent.info
Your cousin sounds right. I was talking to an Irish globetrotter and if I recall correctly he said he's never had to pay to enter/exit a country, except airport tax.
