Hey,
Saigon is the hub of the entire southern part of the country. Everything going north from the Delta will eventually end up in Saigon. I took a jetboat from Saigon to Can Tho, and then a public bus back to the city. You will have no problems finding a bus - or fly from Rach Gia or Phu Quoc.
