You can arrange your visa for Vietnam in Chang Mai or at major tourist spots in Laos. It takes usually 3-4days to process.
I got my Vietnamese visa in Laos, at the embassy in Vientiane. I went to the embassy myself but there are agencies which will do all that for you if you don't want the hassle. I think mine took 3 days but there was the option of paying more for a quicker service.
I guess your question is if you still be needing a Visa?
Yes! You do need a Visa. No matter if you travel via Plane or on the ground. You are entering another Country and each time you enter in to another Country you must have a Visa.
