Hi Claire!
I have a lot of friends who have stayed at The Nunnery in the north suburb of Fitzroy (my neighborhood) and absolutely loved it. unfortunately it is about $30 per night but it's worth it as it's uber close to the city but right on the doorstep of the cool north suburb of Fitzroy which has fantastic live music and vintage shopping. It's the arty suburb and is my favourite place.
The nunnery has really nice rooms and great atmosphere, and CLEAN. it also has a courtyard and a big balcony which people hang out on and chill otu there - so easy to meet awesome people.
However, if you dont mind the generic massive hostels, you will find cheaper beds in hostels in the city. st kilda has a huge backpacking scene too (dont be duped by the beach though, it's not really clean or for swimming) which i know people who've had a blast there too.
you're spoilt for choice really! but november = peak season so i wouldnt be surprised if the majority of hostels will be charging between $22 - 30 a night (sometimes discounted for long stays).
