I think you need to do a little research on Europe's cheapest coastal cities (that's easy, Google is your friend) then go on some cheap backpacking trips and directly research the various locations until you find one that works.

Anywhere on the Costa del Sol could suit, especially regarding the expat community.
What about the places you have already lived? Would you see yourself relocating there?
If you are moving to Europe I would suggest you to go for Spain and Algarve as these two have proved to be the cheapest destinations and with lots of beaches and visiting spots that you would love with your family.
Thank you all for your great advise, I will take on board what you each said, need to make more use of google, lived in the Algarve so might try researching that.

Hey, so I'm an English girl that was bought up on the Costa del sol, and I have a few other friends from England that did the same... but one thing I would suggest is if you are going to move to a foreign school don't put your son in an international school. I was eleven when I went into a spanish school and no one spoke English just as I didn't speak Spanish, and as hard as it was at first and as much as I resented my parents for it, within 4 months I was fluent and haven't lost that in the 8 or so years it's been that I've been back in England. My friends went into international schools and learnt Spanish just as you would if you had lived in England and studied it at school. They were there for 5 years and came back aged eighteen with less than a gcse.
Just make the most of whatever you chose for your son but remember he may not get English qualifications so you have to allow him to gain other skills while out there.
I also really recommend the Costa del Sol, I lived in Almeria and wow is it nice

As tourist trade is low on winter(even on year around destinations), you'll need to rely on local population too. I do not think you envision a large city, so you have to look for at least a decently populated town.

How about Mangalia, in Romania ?
The season is from 1'st of may until 15-20 september, there are literay thousands of tourists around the city in a lot of tourist destinations because the season is not year-round.
Pro's :
Mangalia is a 50k town with a good economy. Low unemployment, no crime. Romania is one of the safest places in Europe (apart from pickpockets - Eu people know about them )
Good services year-round. State owned schools (good system) ,large hospital, police, everything.
A large 300k city ,just 20 miles up north with the best services and shops Romania has to offer.
People are friendly to foreigners ,you can integrate really fast.
Knowing Romanian gives your son acces to Italian and Spanish quite fast, languages resemble.
IT's CHEAP! Rent for a 3 rooms flat in city can be around 2000 euros/YEAR.
2 hours drive to Bucharest, largest city in Romania ,on highway.
Cons :
it does have winter! but that's a real one, with snow and traditions, hollidays ,etc.
Romania is poor by Eu standards, but many people do make a decent living if work hard enough.
Far from the UK ,but by plane there are just about 2 hours ,and you can find cheap charters.
Think about it don't just be a expat, be a explorer!
Search Mangalia on google street view and wikipedia.
