Exiting from countries

I'm a singapore citizen, is it ok to travel to bangkok and exit than to taiwan?

You can as long as a Singapore citizen is allowed into Thailand and Taiwan without a visa, or at least with a visa-on-arrival if needed. Immigration officers generally don't care where you are coming from as long as your visa or passport is up to date on what is required for your citizenship.
There are a few exception in the world, usually when going between two countries with a poor political relation (ex: Israel and surrounding countries), but I can't imagine this would apply to Thailand and Taiwan.
As long as you have the right visa, or don't need one, you are fine.

There are also sometime exit fees not prepaid as part of the visa fee. For example, there is an exit fee to leave Mexico and return to the US.
