I am traveling on a budget to Paris, Venice, Amsterdam, and Rome. If I was to splurge on a hotel stay in one of these areas, which would be the best? We will be in Paris and Rome 4 nights, Venice for 3 nights and Amsterdam for 2 nights.

Venice is very expensive if you plan to stay there 3 nights. Maybe it's cheaper if you stay far away from the main islands and take the waterbus to the island.
Rome has fine hostels; for Paris the Formula 1 chain is barely more expensive than hostel and location is decent (we wree at St Denis, 10 min walk from metro and another 20 min to city center, paid 50EUR). Amsterdam has some pretty bad hostels, I'd recommend the hotel there.
