I think three weeks maybe long enough. For Cambodia, just try to avoid the border between Cambodia and Thailand. There are kind of little war there. However, if you pass Bangkok, would you try to arrange time to vist Phuket as well. End of October is good time and there are so many interesting things to do in Phuket... -snip- I hope the information can be some useful to you.
If you're not often in that part of the world, I would definitely recommend that you take the time to visit Angkor in Cambodia. There are very few things on the planet that are as impressive - but that obviously depends on whether you like traipsing around ruins for several days :-)

21-24 days is perfect to travel between HAN & HCM. This allows you time to see Angkor Wat & Phnom Penh.
I have used the bus to travel between HaNoi & HCM and took 22 days. Here is a rough guide for your trip.
Day 1-5 HaNoi, HaLong Bay. Overnight bus to Hue. Days 6-7 Hue. I suggest a moto or boat tour that includes the royal tombs just outside of Hue. Tour the Citadel by yourself. Day 8, bus to Hoi An. If you are going to order custom made clothes, do it as soon as you arrive. Do some online research on what tailor shop to use. Day 9 visit My Son, walk historic Hoi An. Day 10 beach, leave on the overnight bus to Nha Trang. You arrive early am on your day 11. I would stay Sightseeing or beach time. day 12. Day 13 sightseeing, beach time. Day 14 over to Mui Ne. , sightseeing. Day 15, beach time, sightseeing. Bus over to DaLat day 16. Cool, green pretty, I would use 3 days in . Down to HCM on Day 19. Stay in HCM days 19-22, city tour, tunnels, delta.
Days 23-25 in PP. up to Siem Reap on day 26. to the temples. Day 27-28 Angkor. Now you can fly REP-BKK or one long day overland. You have to decide if the flight is worth the price. is around $40, flight is over $200.
