You will not have any problem meeting other tourists. You will meet them in bars and pubs, on buses, on trains, in hotels and just walking around. You will meet them on tour too if you are in one area long enough to sign on to a tour. You can get tours with a day's notice from local travel agencies near your hotel.
There are many Indian tourists in the Pratunam area of Bangkok and in the Sukhumvit Nana area of Bangkok. Pratunam area has shopping opportunities, wholesalers and shippers. The Nana area has malls, street vendors, restaurants, nightlife and the Nana Skytrain stop. Hotels on either side of Sukhumvit (near the Nana Skytrain) will allow you an easy walk to many things. What you can't use the Skytrain for you can just pay the meter fare in a taxi. Meter is cheaper than bargaining. But I often see Indian tourists dickering with taxi drivers over how much to pay. Before you get in a meter taxi tell the driver to use the meter - when he nods okay then get in. Have coins and small bills to pay the driver. Pay the meter fare. Cheaper than bargaining the cost and cheaper than tuk-tuks too! Same price for one passenger in a meter taxi or for 4 skinny passengers.
In Pattaya a hotel in the Pattaya City area will allow you to walk to many things like malls, nightlife, street vendors and be able to use cheap 10 baht transportation. I always see Indian tourists from Central Pattaya Road to the Mike Shopping Mall. Popular is Soi Honey Inn and Soi Skawbeach not far from Central Festival Mall. Baht buses are trucks with seats in the back. You wave a moving baht over and then just hop in. Ring bell to get off. Pay driver 10 baht. You tell the driver where to go and you pay a custom ride. Most places you can get to with a single baht bus or with a change of direction by changing buses!
