travelling in New Zealand

I want to get married in Bora Bora this January. My fiancee and I are from Canada but he has a criminal record. He will not be staying in New Zealand for long he just needs to transfer planes. We called immigration and we have been receiving conflicting answers. Some immigration officers say that since he is in transit he will not be denied and some say they are not sure so he should apply for a transit visa. My question is will he get approved for a transit visa if he has two convictions. One in 2006 for possession of marijuana and one in 2011 for possession of crack cocaine. He did not serve jail time but he was on house arrest for 18 months. Please help me!!!!!!

Have him apply for a transit visa and see what happens:
