Hi.
I have been to many cities in Czech Republic and I think you should choose this country. Also Brno is quite nice and beautiful city.
Do not know anything about Romania.
Have been to Hungary, but I think it may be difficult to communicate withe them- the language is very difficult ;-)
You could also consider Poland - Gdansk, Krakow or Wroclaw. I live in Wroclaw and like the city, but if you are looking for the most beautiful and smaller/quiet cities I would recommend Czech Republic.
